The basic purpose of this position is to analyze and solve software application development needs for the Motor Vehicle Division. This is done by leading projects in the development of application code and systems which capture and store information the Motor Vehicle Division personnel need to perform their duties. This information must be accurate and valid within the laws for the protection of both the public and state of Iowa.

*Must be able to apply knowledge of basic business and agency/state concepts, principles, standards, laws, and policies and procedures.

*Must have knowledge of business process analysis methods and techniques of systems analysis, design and development utilizing a software development lifecycle.

*Must have knowledge of systems security methods and techniques to protect personally identifiable information.

*Must have knowledge of advanced computer programming methods, techniques, and tools for application development on multiple platforms.

*Must be able to apply methods/tools to solve complex information system problems. 

*Must be able to work as a team member in solving problems and improving service delivery, as well as being able to perform work tasks by working independently.

*Must be able to interact and communicate effectively with individuals at all levels of responsibility and prepare and present effective written or oral information for both technical and non-technical agency staff and outside customers/vendors.

*Must be able to read and interpret technical written information/instructions.

*Must be able to integrate input from a broad range of sources and apply it to agency information processing systems.

*Must be able to develop programs of a high level of complexity.

*Must be able to plan work, think conceptually, observe and evaluate trends, analyze data, draw logical conclusions and make decisions and recommendations.

*Must be able to ensure application code developed by themselves or others is accurate, completed, tested, documented, and implemented within the time frames established.

*Must be able to coordinate and direct activities of others on the work project.

*Must be able to use a computer workstation for 90% of the day typing, viewing monitor(s), and using a mouse.

Additional Requirement: This position involves working with information on identity; any applicant selected for employment is required to pass a background check as required by the REAL ID act of 2005. The background check shall include the validation of references from prior employment, a name-based and finger-print based criminal history records check and employment verification otherwise required by law.

Minimum Qualifications: Graduation from an accredited college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/ administering Internet sites.
